Brazil's first research reactor

Under the "Atoms for Peace" program, Brazil signs the agreement that would bring its first research reactor — the country's practical entry into the civilian nuclear era.

In 1955, Brazil formally entered the nuclear era by signing a cooperation agreement with the United States to acquire its first research reactor. The event, framed by the international "Atoms for Peace" program, marked the beginning of civilian applications of atomic technology in the country, focused on scientific research, medicine and agriculture.

Historical context

The global stage was defined by the Cold War and the end of the U.S. nuclear monopoly following the Soviet tests. In 1953, U.S. president Eisenhower launched the "Atoms for Peace" plan, offering civilian nuclear technology to allied nations in exchange for a commitment not to develop weapons.

Brazil, until then seen only as a mineral exporter, was seeking technological autonomy to drive its industrialization and its medicine.

What happened

  1. August 1955
    Signing of the "Cooperation Agreement for the Peaceful Uses of Atomic Energy" between Brazil and the United States.
  2. January 1956
    CNPq and USP sign an agreement to create a research center and install the reactor in São Paulo.
  3. August 1956
    Foundation of the Atomic Energy Institute (IEA), today IPEN, to manage the new facilities.
  4. July 1957
    The IEA-R1 reactor begins operating — the first in the Southern Hemisphere.

Scientific
Trained the first generation of practical nuclear engineers and physicists in the country and enabled advanced studies of the fuel cycle.

Kicked off the national production of radioisotopes, revolutionizing cancer diagnosis and treatment in Brazil.
Political
The agreement imposed strict safeguards: Brazil got the equipment but had no full access to the nuclear fuel or the reactor core, preserving U.S. technological dependency.
International
Brazil became a "test case" for American nuclear diplomacy in Latin America.

Legacy

The installation of the first reactor institutionalized Brazilian nuclear science, leading to the creation of CNEN (1956).

This experimental milestone provided the technical foundation for the country to later design the Argonauta (1965) reactor and pursue full mastery of the fuel cycle.

The "pool-type" reactor

The IEA-R1 was a "pool-type" reactor, with the core submerged in water for cooling and radiation shielding.

Borrowed fuel

At first, the U.S. did not sell uranium: it "lent" quotas of 6 kg of enriched uranium to run the Brazilian reactor.

Pioneering teaching

Amid the enthusiasm generated by the agreement, USP's School of Medicine became, in 1954, the first medical school outside the U.S. to make radiobiology a mandatory subject.
